How can I make a "freianlage" when someone enters a new (better) cover?

I think what you mean is unlocking the new upload to have it displayed in the entry...?
In the entry s.o. has uploaded a new cover for you will find an additional flag 'cover uploads'. Click on that and you will have the old cover displayed side by side with the new one. Then check the box 'Alles okay, neues Cover freischalten' and confirm by clicking the button at the bottom of the page...
In case the new cover should not be displayed instantly press F5 for reloading the page.
Et voilà...
